2002 SAAB 9-3 repair Question Head Lights

My passenger head light stays on bright even when the car is turned off and the only way to turn it off is to pull the fuse. The drivers side stays on dim and does turn off when the car is turned off but when I cllick the bright light switch it goes off and the passenger just stays bright. I've pulled the running light fuse the lights do the same thing.

U need to replace your headlamp control unit, this is located in the engine bay fuse panel, it will be the big orange colour relay, but that is the control unit for the lights, check that first, note it is very expensive from the dealer.
