2001 SAAB 9-3 repair Question Like a fan noises

Hi I have a 2001 saab 9-3, 4 cyl, 2.0 engine.
Before I change my air filter there is a noise comming from next to the cigarette lighter. Even I turn off my engine it still continuous about 7-9 minutes than stops. After I changed my air filter noise got worst. It is doing the same thing with worst noise. I assume that it is connected with the air filter. What do you thing could be a problem.

U NEED A INTERIOR TEMP SENSOR, THAT VENT LOOKING THING NEXT TO WHERE YOUR SEAT HEATER SWITCH WOULD BE LOCATED, U HAVE TO REMOVE ACC CONTROL PANEL TO REPLACE IT POPS OUT FROM BEHIND, GOOD LUCK.
