My son ran my car low on fluids so it quit running. Then it sat up for about a year and we did not crank it. So I put a new battery in it but it will not even turn over.

Start with checking power to the main starter terminal that should be hot all the time, and check for twelve volts at the starter solenoid wire, the small wire on the starter. This should only have twelve volts with the key on crank. If this is the case the starter is faulty, if nothing at the solenoid, check range switch, relay and ignition switch start here.
