Reducesd performance issue in Caprice Royale 2006

I am getting an error message:
1 - Service Vehicle Soon
2 - Safety Mode - Reduced Performance
I cannot drive more than 70 to 80 km/h
If I leave a car for 2 - 3 hours and start again, it performs normal.
I have faced the same problem twice before but dont know the reason.
It is happening every 4 or 5 days.
Kindly advise what exact service should I do since mechanics here are giving different opinions and I feeling lost.

You most likely have an issue with the "drive by wire" electronic throttle system. You need to have the codes read for a starting point.

I will try my best to get the codes. Last time mecanic gave me a report that doesn't contain codes.
