Belt noise....Steering noise

I have a 1985 944 which is in excellent condition...except....during the cold months, I live in Syracuse, NY, I notice a squealing coming from one of the belts. It is intermittent. Do you have any ideas? When it is warmer outside, it goes away.
Thanks in advance.
Oh another issue. I recently had a rack and pinion installed. Again, in cold weather, when I start the engine there is a mournful noise coming from what seems to be from the steering. In park, I turn the steering wheel and it moans as well. When the vehicle warms up...it is gone.

First I would replace the drive belt with new to repair the noise you are hearing, Then check the power steering fluid level add as needed.
