1995 Pontiac Transport wipers and windows

I have an intermittant fault on the wipers they work when they feel like it work properly one minute then pack up for hours. My electric windows go down but stop when coming up, wait for a while and start to come up again, drivers window is worse once down will only come up a few milimetres at a time
