The arrow with the letter E, should be the power steering pump. It may be gear driven instead of belt driven. The drive end of the pump may go into the housing that the pump bolts to. Is there any fluid in the pump reservoir? With the engine running can you see the fluid swirling or anything? I just wanted to add, there was a service bulletin about the power steering. It had to do with, momentary lack of power assist at start-up in cold weather. The cure was to replace the pump. You'll have to decide if that bulletin fits your problem.

Yes, it may be the pump. I have seen clogged-up power steering lines, but, only on older vehicles.
