front wipers stow in up position

I have a 1999 pontiac montana and the front wipers stow in the up position how can I get them to return to lower position?

turn key off when wipers are in the down position.

either the wiper motor arm/clutch is bad or the tab on the cowl where it mounts has been bent and isn't triggering the return.
