1999 Pontiac Montana water will not circulate

My husband changed the heater bypass tube and the water in raditaor will not circulate into the holding tank or in the engine. It will not hold the water but yet it isn't leaking out anywhere either.

In order for the coolant to circulate thru the engine and radiator the water pump has to do its job if so and its not circulating there's a blockage somewhere-check the thermostat and the radiator
