rpm's flucate

2000 pontiac grandam 66,000 miles 2.4 litre

the car's rpm flucclate when in idle rapidly for about 15 seconds. when i get ready to pull off it stalls i've replaced the spark plugs and boots, both oxygen sensors and idle air control i don't know what else it could be

I'd scan for codes first.

On my Buick 6cyl there is a recommended starting sequence after replacing the IAC(idle air control), turn ignition on 5 sec, off 10 sec and start. It's hard to tell what may be going on without being in front of the vehicle but after the above, I'd suspect the throttle position sensor(TPS).
