2002 Pontiac Grand Am Starter won't turn

At first the starter turned but didnt start than after couple trys starter doesn't turn.
Also it's -30 with the windchill and 2 weeks ago put in new starter and new battery.
Oh yeah! the wife was out visiting block heater wasn't plugged in.
Any ideas?

Have to get the battery charged 1st and try again as if its not cranking it fast enough to start
causing it to flood
plug in the heater
charge the battery
and retry again
if start should have the charging system check

I plugged the block heater, charged the battery and had a boost, tried turning the ignition the starter still won't turn, it doesn't make any noise on the starter or any smell.
Maybe it's the solenoid? Or will a starter freeze in cold temperture -40 with the windchill? should I tap the starter with a hammer or a tool?

With key on you have power and radio ,lights if so
try and move the shifter to N


start should not freeze unless it had water in it

you can try and lightly tap on the starter as a helper try to start
if that worked I would have the start replaced

if not need to do some testing
1st check fuses
using a test light or a voltmeter
check if have battery power at the big wire at the starter
you should have power all the time
have a helper hold the ignition in the start position as you check the small wire at the starter for battery power
if have power at them both and still no start starter no good and need to be replaced
