Engine Running at Abnormal Temps?

Since the weather has been much cooler my car engine has been running well below the normal running temperature according to the temperature gauge. Also, in the summer when I idle the temperature gauge slowly climbs above normal running temperature and gets pretty hot. Is this a thermostat and/or cooling fan issue? What is the price I should expect for replacing the thermostat?

check coolant level and add as needed when engine cold, also you may consider replacing the thermostat.

I agree with BMRFIXIT, it sounds like the thermostat is stuck open and nees replacement, here is the location and how to change it out. Check out the images (below). Please let us know what happens.
