It is much easier with plugs removed, but if it still won't turn, then you have a bearing/ring problem.

I have took the plugs out of the Car but the crank still wont turn it will only turn a few degrees before it would come to a stop. And i'm only a degree off from having it all lined up.

Crank should turn freely with plugs out. Remove serpentine belt to rule out an accy. Drive like a bad alt. Bearing. Try rotating crank again.
