1997 Pontiac Firebird IDK why it won't start

Car won't start. Dash lights come on battery has plenty of voltage. Checked all wires don't get nothing to the starter. What else could be the problem?

If you take a voltage reading across battery posts, everything turned off, what is the reading? Also, take same reading with key in the crank position, what is that reading. There is also a security system?
