1995 Pontiac Firebird Starting

1995 firebird formula. 149,000 miles. The car doesn't start anymore. When I turn the key all you hear is the fuel lines turn on and a slight "whirring" which sounds like the starter, but nothing else. I've tested all the electrical stuff and the battery, alternator, and starter, turned up fine. I need to know what to replace

Is it cranking over and will not start or just won't crank at all/nothing

Could be the starter relay/park and neutral switch and ignition switch assuming the battery and connections are good.

Alright. My dad thought it would have been the starter, because usually if we pulled on the battery wire that connected to the starter, it would turn on. So we replaced the starter. It has been working for 2-3 weeks just fine. Then last night every time I got it starter, it died within 30 seconds. Now when I turn the key, there is an awful grinding noise coming from under the car (Assuming the starter). All lights and power works, and my radio reads error-19 (I'll look up what that means).
