Every time I try to start engine the starter hesitates (less than one revolution) like low/dead battery then engine turns over and starts. Much worse when up to temperature like dead battery. Checked battery and for grins installed new fully charged battery, no help, in fact it has almost 2X cranking amps as old but acted the same. Alternator charging 13-14 volts.

The overrunning clutch in the starter is gone, you probably need a new starter.
