Hard Cranking

Every time I try to start engine the starter hesitates (less than one revolution) like low/dead battery then engine turns over and starts. Much worse when up to temperature like dead battery . Checked battery and for grins installed new fully charged battery, no help, in fact it has almost 2X cranking amps as old but acted the same. Alternator charging 13-14 volts.

The overrunning clutch in the starter is gone,you probably need a new starter.
