1994 Pontiac Bonneville ECM

My 94 bonneville was having problems so I took it to the mech. He told me the ECM was bad, so I brought it home and replaced it in about 20 min. But as soon as I did that the car wouldnt function at all. Its completly dead I took it back out and put the old 1 back in and its the same, dead. My head lights wont even turn on. Is there some reset trick im supposed to do. Any ideas. Some PLZ help.

Inspect and test all the fusible links and miniature fuses and the ignition switch then comeback. Also battery and its connections

I did all that, the only thing im getting from the car is the dinging noise that you get when you have the key in the ignition. Also im hearing a weird clicking noise from the regulators next to the ECM.
