1990 Pontiac Bonneville wont shift

I have a 1990 Pontiac Bonneville with the ever so reliable 3.8 liter V-6. The engine is great but the trans isnt so. When the car sits for several hours and I go to leave in it, the trans wont shift properly. It goes reverse just fine as well as 1st and sometimes 2nd gear, but it will not shift up. This is a big problem for me especially because I make emergency medical and fire responses.
I talked to a dealer who says I should be able to start up and idol for about a minute and go. I changed the filter and gasket, because I was told this is the problem. Guess what it still does the same thing. No it is not leaking, and it is sucking the gas. I was getting almost 20 miles to the gallon in the city before these issues, and about 25 to 30 on the hwy. Now I get a lot less.
Do you think changing the trans control solenoid or the tourque converter clutch lock up solenoid or any other componets help this problem.
Oh, and I also changed the modulator.

Without a code, everything becomes a guessing game. It could be the control solenoid or a simple shift solenoid. As far as the torque converter lock up, no. It would shift into the gears but not OD.

Has the check engine light ever come on?

Yes I have a Check Light.
I put a scanner on and come up with all kinds of codes.
But usually when the car warms up real good the light goes out and the car shifts well.
As I may have said I make emergency responses and need it to run properly. I have no problem letting it warm up for 30 seconds to a minute but having to wait between 5 and 15 minutes isn't feasable. So I have to go out every couple hours while on call and start the car to ensure a prompt response. As you know seconds and minutes count. I also don't have a lot of money like most Americans and have 2 baby girls, so if you all can recommend anything I can do without rebuilding the transmission would be great.
Also if you could tell me were the sensors are located so I can replace them. Thank you For your help.
