I am getting a lean code on my truck. Changed fuel filter, fuel pump, O2 changed less than year ago. Fuel pressure forty two pounds when running. Here is the big question; There is no pressure with the key on engine off, could this cause the lean code/

Lean codes are caused by a bunch of things, vacuum leaks for one. Retest fuel pressure see picture for checking. It may have a bad pressure regulator on it. Also, check brake booster as they can leak causing the vacuum leak.
