Loss of dash gages and more

1999 Plymouth Grand Voyager, 220,000 miles.
All gages in dash are dead, ABS light is on, service engine light is on, only info displaying on roof councle is temp and direction. no A/C, no rear wiper, auto door lock do not lock. The vehicle is driving fine. Milage and shift indicator shows for about 3 sec. on start then goes to red lines also wipers go on for 1 cycle. Using the on-off-on-off-on to see code will not work. Scan shows "P1698" this points to the "TCM" All of these things went at the same time. Can the "TCM" cause all of this?.

Here is a update Tried different gage cluster also tried a different Body Control Module neither one changed a thing (except the milage). I found some water in the main wiring harness in the front of the motor, nothing seemed to be rotted away it all looks good, it is possible that it shorted something out because there were a couple of connections (fueseable links) there. Any ideas wht those links go to? I have looked at all of the fuses and swapped a couple relays but no luck with that either. Please Help!!!
