HELP !! Cooling fan and Drain Plug Mystery for 1993 Voyager

This is my first, so I hope to do this right.
The radiator fan wont turn on so I got a relay switch
in hopes of solving the problem but dont know where it goes? THere are 7 relays under the hood, which is the right one to replace? HELP !

ALSO, coolant is leaking beneath the drain plug. Its not a faulty drain plug, there is a small vertical drain below the plug and there does not appear to be any kind of a hose that clamps on, so how can I plug it
and or what goes there?? Nothing has ever leaked there before ?? HELP !!
Our main transportation is down and we need this van to get me to work.

When you open the drain it leaks throw that small hose Check and make sure the drain is seated all the way and it’s not missing a gasket As for the relay location I’ll send you the diagram 4 it Check u r coolant level and check fan switch And fan motor Good luck
