1999 Plymouth Voyager won't start

1999 Plymouth Voyager 6 cyl Two Wheel Drive Automatic

our van won't start and the battery is good. It won't turn over. It just started doing it. The bettery conections are good as well. After the first time abs light came on and the was a draw 3.5 to 4.0 amps

If it won't even crank, I'd have to check the circuits at the starter relay. Terminal 30 is hot all the time. terminal 86 goes hot with the key in the crank position. The pcm grounds the coil side of relay, not sure if security system may be involved?
