1993 Plymouth Voyager Starting problem

The car will not start. I replaced the starter and it is working when tested out of the car. Battery is new just replaced. solonoid clicks but it does not turn the starter. Even when the solonoids small terminal connects to the positive terminal, it does not crank. I checked all the ground terminals and still starter will not kick in. Please help me. Is there a fuse link or some thing on this vehicle that may be burned out? I checked the voltage on the starter main terminal and the ground and it is 12.58, but when I turn the ignition to start, this voltage drop immediately down to 1.2, but nothing happens.

Hi:
Is sounds like a bad ground. Make sure the ground on the battery and engine block is clean and tight. Also, check the condition of the ground wire is good. Let me know what you find.
