HOW DO I CHANGE THE DIRECTIOANL TURN SIGNAL BULB ON A 1992 GRAND VOYAGER.
IT IS BLINKING VERY FAST AND WHEN I LOOKED THE INSIDE OF THE TWO BULBS IS BURNT OUT SO I NEED TO REPLACE ITHE INSIDE BULB

Are you talking about the turn signal bulbs in the rear?

Usually there are screws that hold the tail-lite assembly on there, you remove the screws, the assembly comes loose. You grab the bulb socket connector, twist and pull. Once you get access to the bulb, you may have to gently push in on the bulb and then twist and pull, to remove the bulb.
