I have a 1988 Plymouth Reliant. The radiator water looks like a milk color. What would cause it to turn that color? I do have to put water in it pretty often and I don't think I should have to do that. I haven't noticed any leaks.

Milky coolant means you have oil in it. Your oil is probably the same color. Since you havent noticed any leaks you probably have a blown head gasket. Take compression readings from your cylinders and one is going to be considerable amount lower.
Good luck
