I need to find out where my fuel filter goes. And also my car wants to start up but doesn't would anyone know what the problem is if it is not the fuel filter.

Hi:
You need to check 2 things so we can narrow this down. Check to see if the engine is getting spark and fuel.

Let me know what you find. Also, I believe the fuel filter is near the fuel tank (passanger side if I remember).
