1998 Plymouth Neon temp gauge

1998 Plymouth Neon Manual 75000 miles

the temp gauge is peaking several times over and then will drop to normal for a while then do it agian. We have changed the thermostat and it is still doing this. We have pulled the casing to check the belts thinking maybe it was the water pump but belts are fine. It will do this shortly after starting in neg. Degree weather even.
We think it has something to do with the reserve. Please help with ideas of what to do next

Hi:
I would start by replacing the temperature sending unit. It is a cheap part, easy to install, and may be the problem. It is responsible for sending infor to the computer and then to the gauge.
