Plymouth Breeze Model year 2000 2.4 L

I am having problems with my Pymouth Breeze model year 2000 2.4L. When I drive the steering wheel vibrates and can be felt when at a complete stop, and the oil/gas light comes on frequently and turns off. What is the problem I am having? Secondly I neeed to change my timing belt and water pump, is this recommended and should it be done at the same time I went to 2 mechanics and they quoted around $500.00 to fix it. I currently have 115,550 miles on the vehicle. The vehicle also runs idle after the car is warmed up. How can I take care of these problems quickly and cost effectively? Will changing my timing belt fix the idle that is felt when driving?

The owners manual recommends the timing belt be replaced at 99,000 miles. Having experienced a broken timing belt in another vehicle I plan on getting it changed when required. $500 for preventive maintenance compared to what it could cost to have the engine rebuilt becuase the belt broke or slipped some teeth. Not to mention the inconvience of doing with out your car for a week or more.
