1998 Plymouth Breeze Fuse

I have a 1998 Plymouth Breeze that keeps blowing a 20 amp mini fuse that is in the starter circuit. What could be causing this. The first time it blew the I suspected a bad starter and discovered that it was the fuse before I removed the starter. I replaced the fuse and it lasted about one week before it blew again. Is there something else on that circuit that is bad or is it the starter? The fuse blows all the time now and the car will not start. It blows when i turn the key to activate the starter, sometimes it blows when the starter is cranking. Do I need a new starter and if I do how do I get to it to remove it? Thank You
