1997 Plymouth Breeze breeze wont start

Engine Mechanical problem
1997 Plymouth Breeze 4 cyl Front Wheel Drive Automatic

i have a 1997 plymouth breeze,started the care today went to work came out a few hours laterand car wont start.hear a clicking noise when i turn the key,so i tried to jump it and the same thing engine wont even turn when jumped.I check the fuses under the hood and they are good.could this be a starter problem
