1993 Plymouth Acclaim How to raise the idle and tighten the

I have a 1993 plymouth acclaim 4cyl the idle is kind of low I dont know where to raise it and I noticed the throttle cable is very loose im afraid its gonna come off the guider on the throttle body is there a way to tighten this and could that be why the idle is low I have performed all scheduled maintanence for this car timing, fuel filter, cap, roter, wires, plugs, all belts, water pump, thermostat, trans service etc

You need to fix whatever is loose could be affecting the idle speed and also see below for adjustment
