Engine Cooling problem

My car only overheats if I'm sitting idle at a long stop light or at a drive thru for long periods of time. Once I start going and keep the car moving the temp drops dramatically. (I'm a woman)...so could someone try to explain to me how to figure out how to get the fan to work? I've tried calling local small time garages around here and they keep giving me the run around.
