1989 Plymouth Acclaim Won't start in cold weather

My daughter's Acclaim won't start if sitting outside in cold weather. Would spraying starter fluid inside carbuerator help? Do you have a better solution?

if its a fuel related problem starting fluid will most certainly help the problem.

make sure the choke is functioning properly.
