Is it okay to let my car sit for three weeks

If I go out of town for three and a half weeks and do not start my car at all will it be okay? Should it start up again alright when I return? Is this safe? Could this cause any damage?

Not an issue for that short time. Do not worry about anything here. Just when you start it up just let it idle for a while two to three minutes so you get full oil pressure and oil circulation before loading up the engine.
