What do I need to fix/replace when the speedometer doesn't work but the cruise control works fine.

Do they both use the same speed sensor or does the cruise control use the sensors on the wheels.

I had a 1994 4x4 silverado and the cruise control would not allow the rear wheels to spin on ice. It would just gradually slow down and eventually the cruise control would shut-off. This made me think that it at least monitored the passive wheels when the cruise control was on. How else could it know that the vehicle was beginning to spin?

I am hoping that the silhouette just needs a speed sensor, but if that is what the cruise uses, then it must be working fine.

Have the vehicle scanned. The sensor could be reading just fine in the PCM allowing the cruise control to work ok. You may have a problem in the IP cluster causing your concern. You can have a sweep test performed on the cluster also to see if the gauge itself is working

I forgot to mention that the speedometer needle is pegged to the right (approximately the 4 o'clock position)

What tools are required to perform a sweep test of the gauge? Is it something I can do myself with basic tools/meters or does it take a special diagnostic device that only a shop would have?

You would have to take it to a dealer that has a tech 2. They can perform the sweep test for you
