When in stop and go traffic the temperature gauge rises to about three quarters. When traffice is flowing and you spped up the temperature guage goes down. The radiator has been flushed and a new thermostat has been put in. also, the fan seems to functiojn normally. What might this be?

i suspect the engine coolant temperature sensor. it will need to be replaced, but you also must verify if the fan(s) come on when you turn the a/c and when the car gets over half way hot on the temp gauge, it may not be coming on when the temp gets high, then your problem may be the relay for the "radiator"fan not the a/c fan. or both radiator fan and the engine coolant tem sensor
