1993 Oldsmobile Delta 88 wont start

My starter went out I had it checked and had the new one I put on checked before I installed it, when you hit the key it makes a small click it sounds like a relay clicking but it won't turn over. I can jump the solenoid with the key on and it turns over and seems to fire but won't keep running I thought Ign. Switch but all my dash lights and acc. Work when key is on any suggestions?
