1988 Oldsmobile Delta 88 Won't start or turn over

Battery is only 3 months old. Car does not turn over. Tried hooking up jumper cables, still nothing. Only lights that come on when ignition is turned on, are both turn signal indicators and high beam. But otherwise, no radio, interior lights or anything. What should I try?

Is it cranking over and refusing to start or won't crank at all/nothing?

It won't crank at all. Battery is reading 12.8 Volts. But it doesn't crank or do anything. Should I be checking for an ignition fuse or what?

Pull the starter and get its current draw tested if okay-check and test the transaxle position switch and ignition switch
