1994 Oldsmobile Ciera Repair Question

1994 Oldsmobile Ciera The car wont start!
Electrical problem
1994 Oldsmobile Ciera 6 cyl Front Wheel Drive Automatic 100000 miles
I replaced the fuel pump and I still cannot hear it come on.I checked the wiring to fuel pump and that is fine.Could the ECM need to be replaced?Is there a seperate fuse to theECM or can I find it in the fuse box. Or could it be the PCM?I dont know what a PCM is or where it is located!!!Can you please offer me some suggestions.

Check and test the fuel pump inline fuse 15amp at right front of engine compartment on relay bracket and the fuel pump relay same location.
The computer is located behind right side of instrument panel, near shroud
