1993 Oldsmobile Ciera fuel injections system

I can generally start her car when it is cold or when it is wet, but if it is cold and wet the engine seems like it is flooding out and you can smell fuel but it still won't start.If you wait for the weather to dry out a little bit it starts again. I don't know where to even start.
