1990 Oldsmobile Ciera engine turns over but won't start

1990 Oldsmobile Ciera Front Wheel Drive Automatic

The injectors won't let fuel through, I disconnected the injector wire, turned key to the on position, checked for power and I have power to both sides of the connector. Than I unhooked all the senors and I still have power on both sides of the connector. I disconnected the battery and reconnected it and it's still the same.

I took out the ECM, but I still have power at both sides of the injector connector. I checked the voltage at the battery I have 12.6 volts and at the connector of the injector I have 11.8. Dosen't the injector get its power from the ECM? I also disconnected the ignition module and still have power at the injector plug. The more I work on this car the more confused I get!
