1986 Oldsmobile Ciera set timing

I have a timing light, need to know the procedure on how to set timing on this fuel injected computer controlled system. The under the hood posting calls for 10 degrees before top dead center. The car has no power, idles rough, and will backfire through the intake upon hard accelaration if not let off. I thought checking the timing would be a start.
