1996 Oldsmobile Achieva won't start

When i go and try to turn on my car it will not start. Everything sounds like it's going to but it does not. i checked all the fluids and they full like water and the oils. I Did realize that it might be something to do with a cable in the steering wheel. When i try to turn on the car, if i move the steering wheel the power looks like its coming in and out. Before the car failed it sounded like a weird noise was coming from the steering wheel. the would not start before and by moving the steering wheel to a little bit it would start. I think it might be a wire problem? please help me if you have any ideas of what might be the problem.
