1992 Oldsmobile 88 "New" car won't start

Bought a '92 88 Royale from family. Test drove on 2 different occasions, then bought and drove home 50 miles with no problems. Next day, turns over but won't start.
Replaced air filter, PCV valve, fuel filter; cleaned battery terminals with baking soda & jumped. Turns over great, won't start.
Sprayed a little starter fluid in the throttle body and it'll cough and spit like it wants to start, so I don't think it's flooded. There's fuel in the fuel line where it splits off to the injectors--or did I check the return? I was told a new tank of good gas was put in before I bought it, and it's about 1/2 full now.
Checked theft protection in key--diagnostic OK. Ran the ignition diagnostic and got 31 dings. Any clue?

First, when getting codes, the check engine light should flash, so I'm not sure about the ding. I looked up a code 31 and it deals with a turbo which I don't think you have. If you do, let me know.

What I would like you to do is check the fuel pressure. You will need a gauge, but most parts stores will lend them to you. Here is a how to for checking it.

Haven't been able to borrow a fuel pressure gauge. Definitely got 31 dings when I turned the ignition key to "on" 3X--didn't notice the check engine light doing anything special. No turbo, just the standard 3.8l V6.
