1990 Oldsmobile 88 Speedometer not working

My husband and I have a problem with the speedometer in our car. Seems when it rains or gets cold the speedometer won't work.

At times, if you mess with the turn signal, it will work, for a bit and then stop.
The one time 2 weeks ago it rained, my husband took out the turn signal bulb and wiped out the area and it worked.
Well, the other day it rained, my husband wiped out the bulb area, . The speedometer still didn't work !

Needless to say my husband is getting quite frustrated !

He's wondering if it could be some kind of a bad connection somewhere !

HELP !

I should mention that I bought the car from an elderly relative who rarely drove hence the mileage was low. Approx. 75,000. They bought it from a couple who hardly drove it either. And the couple bought it brand new.

I'd check the vehicle speed sensor. To get at it, you may need to remove passenger side front tire, safely raise and support the vehicle. The wiring colors at the connector are purple and yellow. I can't be sure the sensor is the problem, could be wiring circuit? I'll try to find a picture for the sensor. Any applicable mil trouble codes? If there was a vss code, it wouldn't tell if the problem was the sensor--wiring circuit or what.
