You are gonna have to put this in context. Where is it and what is it attached to? If I was forced to guess at this point, I would suggest it is a counter-weight to dampen a specific vibration. They are commonly found on front-wheel-drive half shafts, (not this style in your photo), hanging on exhaust pipes, and on anything else that could develop a harmonic vibration. The clue is it appears to be attached with bolts that have rubber isolators on them.

Also look on it for wires or hoses, and see if it has a part number on it.
