No power, high idel and turbo not working

My surf runs doesnt give power on hills, Engines dies out, The turbo doesnt kick in,
drives in hills at 20 kmph.

Scan for codes and check fuel pressure with a gauge auto parts rent it.

It was giving two codes 11- ECU(+B) and 12- RPM signal (Cranking).
I have tried adjusting pump. But it doesnt help.
At times turbo kicks in and after some time rpm suddenly drops.

Check dist wiring for a short between dist and ecu also check for wire leading to ecu from positive for same. Check all fuses with a test light as well auto parts rent gauge but yo may need an adapter 33-37 psi regulated and 38-44 unregulated.
