99nissan sentr will not start

My 99 nissan Sentra with 155,000 miles will not start. It sounded like the battery was nearly dead. It would turn over once or twice (weakly), then it would stop. I replaced the battery with a new one but with exactly the same result. Even when I jumped it, it would barely turn over or refuse to turn over.

Is this a starter problem?

It sound like starter-have a starter current draw test done this will finger it. could also be bad connections between the battery/starter.
