1996 Nissan Sentra IGNITION NOT CATCHING

My sentra had recently been vandalized, the spark plug wires were removed, the distributor connection wires were cut and a few fuse were missing. After replacing all the connections back the car still will not start. I did notice that the brake pedal can not be pushed at all it seems as if the pedal is locked. Could this lock brake pedal be the cause of the car not starting?

Firing order is it correct? If so do a spark test-disconnect a plug wire or 2 ground it to the engine and have helper crank engine over do you have a snapping blue spark-if so do you hear the fuel pump come On when key is at run position? Check these out and comeback.
