1995 Other Nissan Models Out of State: Didn't pass HC/NO Emi

I bought a 1995 Nissan 200sx from a friend here in California. The vehicle was registered out of state and needs to pass smog here so I can register it here in California. The car passed the 25 MPH test but failed on the 15 MPH test. The test readings for the HC were: Max:92 Ave:21 Meas:163. The test readings for the NO were: Max:716 Ave:150 Meas:1114. What will I need to have the car pass smog here in California?
